| Description: | From Phelps Mill Festival Website: The Phelps Mill Festival, held yearly on the second weekend in July, brings together both artists and artisans in a display of various high quality works. Adding to the intrigue of the peaceful setting of the Park is the participation of guest performers appearing on stage and around the grounds. American and ethnic foods, served by nonprofit groups from around Otter Tail County, compliment the festive atmosphere.
